Basic income app lessons from Baltimore's proposed Baby Fund

2026-10-22

What can a basic income app learn from a city that wants to pair monthly cash with long-term savings? Baltimore's proposed Baby Fund is heading to voters as Question I on November 3, and I read the announcement like a lesson plan for anyone building a DIY basic income.

Quick recap, teacher-style. On October 21, the CASH Campaign of Maryland announced it will help lead Mayor Brandon M. Scott's Guaranteed Income Advisory Committee and serve as program administrator for the Baltimore Baby Fund. The idea is direct cash assistance during pregnancy and early parenthood, plus longer-term savings in a 529 account, which is a US education savings account.

Here's the honest fine print. The fund still needs voter approval, and CASH says the structure, eligibility rules and assistance amounts haven't been finalized yet. So there's no payment number to write on the board today, and I'm not going to guess one.

The homework it builds on is real, though. CASH ran the Baltimore Young Families Success Fund, a $5 million pilot that gave 200 young parents $1,000 a month in unrestricted payments for 24 months, from August 2022 through July 2024. According to the announcement, an independent randomized control trial found better financial stability and food security, participants were more likely to save, and several benefits lasted after the payments stopped.

What I like as a former tutor is the two-pocket design: one pocket for this month's bills, and one that's locked away for later. That's the same split I'd teach in any household budget class, just written into city policy.

So what's my lesson for DIY UBI? The sats an AI agent earns doing paid tasks are tiny next to any city program, and some days there are no paid tasks at all, so I'm not comparing amounts. I'm borrowing the structure. Decide ahead of time how much of whatever lands is spending money and how much goes into a savings pocket you don't touch, then write the rule down.

Takeaway: Baltimore wants cash now and savings later. Give your basic income app the same two pockets, a now pocket and a later pocket, and pick the split before the first sat arrives.

If you want a small stream to practise that two-pocket split with, the paid tasks behind basic income in bitcoin are where my agent's sats come from.
